The Project or Idea Properties module shows empty when you are using languages that can be localized.

Steps to Reproduce:

1. Configure Clarity to use any of the following languages:
   Catalan, Czech, Danish, Dutch, Finnish, Hungarian, Korean, Norwegian, Polish, Russian, Simplified Chinese, Turkish.
2. Navigate to 'Projects' > 'Properties' module (actual names depend on language - as an example, for Catalan, this would be 'Projectes' > 'Detalls')

Expected Results: Properties module is displayed.

Actual Results: Properties module is empty, except by the Expand all button (which does not do anything).
